DVSA driving test booking rules 2026: what learners can and can’t do

Booking a practical driving test can feel confusing, especially with DVSA rule changes. This guide explains what learner drivers can and cannot do when booking, changing, cancelling or swapping a car driving test in Great Britain.

For car driving tests, learners must book and manage their own test. This means the learner must be the person who books the test, changes the test, cancels the test or completes a swap through DVSA.

Driving instructors, friends, family members or third-party services are not allowed to manage a car driving test booking on behalf of a learner. The learner must stay in control of their own booking at all times.

What driving instructors can and cannot do

Driving instructors can still help learners by giving advice, checking whether they are ready for test, providing their instructor reference number, and taking the learner to the test.

However, for car driving tests, instructors cannot book, change, cancel or swap a learner’s test. They also should not use booking software or cancellation tools to manage car driving tests for pupils.

This is why learners need to be careful when using any third-party website, app or social media page claiming to find or manage driving test slots.

Can learners use cancellation finder apps?

DVSA advises learners to use GOV.UK to manage and search for appointments. Learners should be cautious with unofficial cancellation apps, bots, social media sellers, WhatsApp sellers or websites claiming they can find, reserve or book earlier tests.

These services may ask for personal details that could put a learner’s test booking at risk.

How many times can a driving test be changed?

For car driving tests, learners can change their appointment up to 2 times. A change may include changing the test date, time or test centre.

If a learner has already used both changes, they will usually need to cancel and book again. Learners should only use their changes when they genuinely need to, because once the 2 changes are used, the booking becomes much less flexible.

Can learners move their test to any test centre?

No. DVSA restricts how far a car driving test can be moved. Learners can usually only move their test to one of the nearest available test centres allowed under DVSA’s rules, or back to the original test centre connected to that booking.

This is designed to stop people booking tests far away and then moving them into high-demand areas.

Can two learners swap driving tests?

Yes, but only in the correct way. Two learners may be able to swap driving test appointments if they both already have a test booked and both agree to exchange their exact date, time and test centre.

The swap must be completed directly through DVSA by phone. It cannot be completed online, by email, webchat, WhatsApp, text message or social media.

The 10 full working day rule

Before attempting a swap, learners should check that the timing works. DVSA guidance says a swap must be requested at least 10 full working days before the earliest of the two tests.
